Polaris Scam Shut Down
In May 2026, the DMW’s Migrant Workers Protection Bureau, together with the Manila Police District and the NBI, shut down Polaris Manpower and Documentation Services. This unlicensed Manila outfit posed as a government‑to‑government hiring program. It promised salaries of ₱170,000 to ₱210,000 for jobs in Taiwan, Canada, Finland, and New Zealand. At the same time, applicants were charged up to ₱260,000 in “documentation and processing fees.”
DMW Undersecretary Bernard Olalia was clear: “Legitimate government‑to‑government recruitment does not involve private agencies or third‑party intermediaries.”
The Bigger Picture
However, Polaris was not an isolated case. From 2022 to November 2025, the DMW shut down 170,140 Facebook and TikTok pages linked to illegal recruitment. In fact, 2025 alone accounted for 85,538 of those takedowns. Moreover, Senator Raffy Tulfo warned in April 2026 that displaced OFWs from the Middle East crisis are now prime targets. “Desperate job seekers are increasingly lured by online offers,” he said, “creating opportunities for illegal recruiters to expand trafficking schemes.”
Five Red Flags You Must Know
1️⃣ Payments via GCash, Palawan, or Personal Bank Transfers – Any recruiter asking for payment through personal accounts is breaking the law. Under R.A. 10022, placement fees can only be paid after signing a DMW‑approved contract — and only into an agency’s official business account with a BIR‑registered receipt. “Pay now to secure your slot” is textbook illegal recruitment.
2️⃣ Recruitment Only on Messenger, Telegram, or WhatsApp – DMW Advisory No. 22, Series of 2026 identifies Facebook, TikTok, Telegram, and WhatsApp as platforms most exploited by illegal recruiters. A real agency has a physical office, an official website, and government credentials. As DMW Regional Director Ritchel Butao emphasized, genuine agents carry proper ID, a business permit, and accreditation.
3️⃣ “Guaranteed Deployment” Without Clearances – Every legal deployment requires a chain of clearances: DMW e‑Registration, PEOS certificate, PDOS or CPDEP, DOH‑accredited medical exam, verified job order, and finally an OEC. Skipping these steps is impossible. Any promise of “fast deployment” without them is a scam.
4️⃣ Placement Fees in Countries Where They’re Banned – Saudi Arabia, the UAE, and Qatar are designated “no placement fee” destinations under DMW Advisory No. 24, Series of 2024. Household service workers worldwide are also exempt. Fees charged in these categories are unethical. Licenses are canceled under DMW’s 2023 rules, and criminal charges may follow. Accredited agencies know these rules and inform applicants upfront.
5️⃣ No Verifiable DMW License Number Every licensed Philippine Recruitment Agency (PRA) carries a DMW license number in the format DMW‑[number]‑LB‑[date]‑R. If you can’t find it on their website, postings, or office, that’s your answer. Verify in real time at https://dmw.gov.ph/inquiry/licensed-recruitment-agencies. Look for “Active” or “Valid License” status. Anything else means walk away.
