In May 2026, the DMW’s Migrant Workers Protection Bureau, alongside the Manila Police District and the NBI, shut down Polaris Manpower and Documentation Services, an unlicensed Manila establishment posing as a legitimate government-to-government hiring program. It was promising monthly salaries of ₱170,000 to ₱210,000 for overseas jobs in Taiwan, Canada, Finland, and New Zealand — and charging applicants up to ₱260,000 in “documentation and processing fees.” DMW Undersecretary Bernard Olalia’s assessment was blunt: “legitimate government-to-government recruitment does not involve private agencies or third-party intermediaries.”
This wasn’t an isolated case. From 2022 to November 2025, the DMW shut down 170,140 Facebook and TikTok pages for illegal recruitment activities, with 2025 alone accounting for 85,538 of those takedowns. Senator Raffy Tulfo, chairing the Senate Committees on Labor and Migrant Workers, publicly warned in April 2026 that displaced OFWs from the Middle East crisis are now prime targets: “desperate job seekers are increasingly lured by online offers, creating opportunities for illegal recruiters to expand trafficking schemes.”

5 Red Flags That Should Stop You Immediately
Red Flag 1: GCash, Palawan, or Personal Bank Transfers for “Fees”
Any recruiter asking for payment via personal GCash account, personal bank transfer, or Palawan Express for a “slot reservation” or “processing fee” is breaking the law; not just bending it. Under R.A. 10022, all allowable placement fees must be paid only after you’ve signed a DMW-approved employment contract — and only into an agency’s official business account with a BIR-registered receipt. Any “pay now to secure your slot” pitch is textbook illegal recruitment.
Red Flag 2: Recruitment Happens Only on Messenger, Telegram, or WhatsApp
DMW Advisory No. 22, Series of 2026 specifically names Facebook, TikTok, Telegram, and WhatsApp as the platforms most exploited by illegal recruiters. A legitimate overseas recruitment agency will have a physical office address, an official company website, and government-issued credentials, not just a Facebook group or a Telegram broadcast channel. DMW Regional Director Ritchel Butao is direct: genuine agents carry proper ID, a business permit, and an accreditation certificate.
Red Flag 3: “Guaranteed Deployment” With No Government Clearances
Every legitimate deployment to job opportunities abroad requires a chain of government-issued clearances. These include DMW e-Registration, PEOS certificate, PDOS or CPDEP completion, DOH-accredited medical exam, a verified job order, and finally an OEC. No agency can guarantee deployment while skipping this chain. It is a legal impossibility. Any “guaranteed fast processing” offer that doesn’t mention these steps isn’t cutting corners; it’s running a scam.
Red Flag 4: Charging Placement Fees for Countries Where Fees are Banned
This is where many applicants get caught off guard. Certain countries are officially designated as “no placement fee” labor destinations, including Saudi Arabia, the UAE, and Qatar, as confirmed by DMW Advisory No. 24, Series of 2024. Household service workers deploying anywhere in the world are also fully exempt from placement fees. Charging any fee for these categories isn’t just unethical; it’s a license cancellation offense under DMW’s 2023 rules, and potentially criminal. A real DMW accredited agency knows exactly which categories are fee-prohibited and will tell you upfront.
Red Flag 5: No Verifiable DMW License Number on Official Materials
Every licensed Philippine Recruitment Agency (PRA) carries a DMW license number in the format DMW-[number]-LB-[date]-R. If you can’t find it on their website, their job postings, or their physical office, that’s your answer. Verify in real time at https://dmw.gov.ph/inquiry/licensed-recruitment-agencies. Look for Active or Valid License status. Anything else — cancelled, suspended, not found — means walk away.
